Preamble

With regard to the Supreme Court Judgement and guidelines issued in 1997 to provide an effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places and also as per the guidelines of UGC, St. Thomas College of Engineering & Technology has constituted a Committee against Sexual Harassment.

Objectives:

  • To create a conducive atmosphere in the campus for all employees and students
  • To prevent any gender-based assault/offence and provide a fearless atmosphere.
  • To adopt a gender neutral approach in ensuring the safety of all.
  • To commit itself to a zero tolerance towards sexual harassment.
  • To treat sexual harassment as a misconduct under service rules and initiate action for misconduct if the perpetrator is an employee.
  • To treat sexual harassment as a violation of the disciplinary rules (leading up to rustication and expulsion) if the perpetrator is a student.

 

Definition of Sexual Harassment

Sexual harassment is any form of verbal or physical conduct of a sexual nature with the purpose or effect of violating the dignity of a person, in particular when creating an intimidating, degrading, or offensive environment.

It includes such unwelcome sexually determined behaviour (whether directly or by implication) as:

  • Physical touch
  • Sending a double meaning messages
  • Sending porn photo
  • Demand or request for sexual favours
  • Sexually coloured remarks
  • Showing pornography
  • Any other unwelcome physical, verbal or non-verbal conduct of sexual nature

 

Roles & Responsibilities of the Committee:

  • To help staff and students to realize their rights of freedom.
  • To treat sexual harassment as a misconduct and initiate punitive actions for such misconduct.
  • To assist the aggrieved to place the complaint.
  • To safe guard the one who is victimized.
  • To educate and train staff and students about sexual harassment.

 

Rules and responsibility

  • To take all reasonable steps (active and preventive in nature) to prevent the sexual harassment occurring; To address any oral/written complaint about: unwelcome sexual advances, unsolicited acts of physical intimacy, unwelcome requests for sexual favours or other unwelcome conduct of a sexual nature. Unwelcome conduct of a sexual nature includes oral or written, expression, body language, misbehaviour statements of a sexual nature to a person, or in a person’s presence.
  • Prohibits sexual harassment.
  • Complaints of sexual harassment are handled separately for staff and students
